Moises Sanchez, along with other experts in the field of transparency, participated in a conference whose objective was to support the Brazilian government in developing effective strategies relating to access to information. UNESCO, in collaboration with the Comptroller General of the Union, organized the event.

To support the Brazilian government in developing strategies and adopting practices to ensure the effective implementation of the system of access to public information. This was the objective of the "International Seminar on Access to Information: Challenges of Implementation" held on the 7th and 8th of July, in Brasilia, Brazil.

At the seminar, public officials and authorities of the host country gathered, plus a number of international experts from the field, including the executive director of Pro Accesso, Moises Sanchez. The experts were responsible for explaining the experiences concerning transparency of information and access to public information from each of their countries of origin.

Sanchez referred to the legislative and governmental work that has occurred since 2009, when Law 20.285 - Access to Public Information (AIP) passed. In addition, Sanchez referred to the work that Fundación Pro Accesso has accomplished towards the improvement of legislation and the implementation thereof by the public services.

Furthermore, the director of the foundation defined his view on the guidelines to follow in regards to AIP. To the lawyer, there are five key points to follow: increased citizen participation, the creation of electronic platforms for management, the promotion of mechanisms to raise the public demand for information, the generation of instruments from both state and civil society that evaluates the supply and availability of information, and the need to determine what information, in the public interest, should be published by each state entity to perform its functions.

The seminar, organized by the Comptroller General of the Union in collaboration with UNESCO, brought together many representatives from varying institutions such as the United States Sunlight Foundation, the Federal Institute of Access to Information and Protection of Data (IFAI) of Mexico, the Department of Services of the United States Government, among others.
